McKinney-Vento or Not?
Our student lives with mom and dad, who live with mom’s parents. Which makes them doubled up; however mom and dad have lived with mom’s parents for many years. Mom’s parents actually built onto their house so that mom and dad could live with them. It’s a permanent situation. Would the student still be considered McKinney Vento?

I will let you know at this point since my district has not written a specific policy on what constitutes the number of years as long-term, and to be fair, because they are still doubled up, no name on the property, so they could be asked to leave anytime. I want them to be protected to remain for a school year; if they need to be placed elsewhere, we keep counting them all. I feel if a school determined in writing a policy like 3 years is longer fixed ect then I would not count year 4, but to not do it for one and for others skews my data.

I would focus on questions to determine if it is fixed. What do the parents say when you ask them what their plan is? Is the living arrangement mutually beneficial. Have the grandparents ever threatened to kick the family out? DO they contribute to rent or household expenses? If their answers indicate that there is no plan to leave and they are welcome to stay as long as they need, then the nighttime residence appears to be fixed. If they disagree you will need to provide them an opportunity to dispute.
Will disqualifying them require the student move to another district? If so, it is good practice to facilitate a soft transition, connecting them with the school they will attend.
